Our low-income assistance and rebate programs are designed to help you upgrade your home’s efficiency at little to no cost, putting more money back in your pocket for what matters most.

Available Rebates

All rebates must

have a complete online application (linked below)
have the invoice uploaded to the application
be for new equipment (certified refurbished does not qualify)

General Guidelines

Proof of income must be provided using the Low Income Confirmation of Status form, which can be completed by:
- Community Connection for Grant, Baker, and Union County Residents
- Community in Action for Harney County Residents
The required information is the same as that needed for the Residential Rebate. For more details on the necessary documentation, please refer to the specific rebates.
Some measures offer funds for necessary repairs at the time of installing the new product(s). Before beginning your project, please consult with OTEC to confirm eligibility and rebate amounts.

40 Gallon Heat Pump Water Heater

Type of repairs included in the rebate amount:
- Replace the plumbing connection at the water heater

50 Gallon Heat Pump Water Heater – Tier 3 & 4

Type of repairs included in the rebate amount:
- Replace the plumbing connection at the water heater

Clothes Washer

No repair costs included in the rebate

Clothes Dryer

No repair costs included in the rebate

Air Source Heat Pump (Replacing Electric Forced Air Furnace)
- Type of repairs included in the rebate amount: Repair the damaged siding at the connection point

- Fixing the holes in siding if wall insulation.

- Fix dry rot in window framing.
- Repair cracked header.

Exterior Insulated Door

Type of repairs included in the project rebate amount:
- Replace rotten threshold.
